• business that is generating employment growth

• demonstrates motivation and a commitment to achieve success,

• demonstrated a capacity/potential to operate effectively,

• has the capacity to develop and grow into long-term sustainable enterprise,

• that will not be in direct competition with another like business on the same site,

• that will enhance the overall local economy.
